Strategies and Procedures Followed
Program Planning and Proposal Development:
We meet with client personnel to assist in planning strategies
and activities to meet goals and objectives of program. We
assist in scheduling program activities, determining personnel,
needs, and budgeting. And in cooperation with client, we prepare
an evaluation plan to evaluate program implementation, effectiveness,
and efficiency. We also help in preparing, writing, and submitting
a proposal for the program to proper organization for funding.
Evaluation of Program Implementation and
Support for Improvement
We focus on Program Goals, Objectives, Strategies and Activities.
We involve program participants, program deliverers, and program
leadership in evaluation planning. We conduct studies from
multiple sources to examine relationships of program strategies
to goals and program activities to objectives. Evaluators
also observe activities in each component of the program in
order to comprehend better how the staff and participants
are trying to accomplish goals and objectives
Evaluation of Program Effectiveness and
Efficiency
We meet regularly through each year with leadership, with
those who deliver the program, and with the participants to
obtain their views about the program's value, benefit, and
effectiveness and to explore difficulties they may be experiencing.
We report regularly in informal meetings, and quarterly with
formal written reports of evaluation activities, studies,
and findings. We plan and conduct studies of effectiveness
in accomplishing goals and strategies and in efficiency of
strategies and activities. We also report regularly to leadership
about areas that seem to need attention and improvement. These
reports are made in informal meetings, in formal written quarterly
reports, in an end of year report that list the program's
strengths and needs.
Evaluation of Long Term Program Impact and
Cost Effectiveness
Where funds are available, we conduct follow-up studies of
program impact that consider long-term (3 to 5 years) effects
and examine benefits to participants and to society in relation
to their costs (to program sponsors, to society, to the participants,
and to their families). Such studies, sometimes referred to
as Benefit-Cost Analyses, may require study 8-10 years after
program initiation, especially when children age 3-6 are targets
of program benefits. For example, the first group of 3 year-olds
may take six years to complete 3rd grade. Then two to three
groups are needed to study realistic impact of a program on
a long term basis.
Randall Evaluation members are experienced in program design,
implementation, and evaluation. They are a multi-ethnic group
and understand the problems of program leaders, staff, and
participants from different backgrounds.
